Palos Park council adopts ordinance to keep local 1% grocery tax in place

Palos Park’s Village Council voted unanimously Aug. 11 to adopt Ordinance No. 2025-14, authorizing a municipal 1% grocery retailer and grocery service occupation tax that the village projects will generate about $211,000 a year.
Mayor Milovich Walters, presenting the ordinance during the council’s finance update in Commissioner Reid’s absence, said the local measure implements a tax the state has collected and that Palos Park will continue to collect locally when the statewide provision ends. "You are already paying 1% in grocery tax," the mayor said, adding the village must file the authorizing ordinance with the Illinois Department of Revenue by Oct. 1, 2025, for the local tax to take effect on Jan. 1, 2026.
The ordinance cites authority under section 8-11-24 of the Illinois Municipal Code and was described to council members as a means to maintain current revenue levels and avoid cuts to services or projects if that revenue were lost. The mayor told the council the revenue estimate is approximate and can change because grocery sales taxes are reported with other sales-tax streams.
During discussion, the presentation referenced surveys and reports showing similar local measures in neighboring municipalities and statewide data compiled by the Illinois Municipal League and the Southwest Conference of Mayors. No members of the public offered comments during the meeting.
A motion to adopt Ordinance No. 2025-14 was moved and seconded; the deputy clerk called the roll and Commissioners Wade, Patan and Polk and Mayor Milovich Walters voted "yes." The ordinance passed with no recorded no or abstain votes.
Next steps: the village will submit the ordinance to the Illinois Department of Revenue by Oct. 1, 2025, to implement the tax beginning Jan. 1, 2026, as described at the meeting.
