Georgetown council approves Great Fund awards and backs Parsons Lane trailhead grant application

The Georgetown Town Council voted Sept. 22 to accept the Great Fund Committee's fiscal year 2025 award recommendations and to allocate excess funds toward a Parsons Lane trailhead parking project.
Town staff presented the committee's recommended awards for multiple local organizations and said the total requested from applicants was $66,500 while the total available for distribution was $60,952. The staff presentation named committee members and cited the committee’s meeting dates and process. The committee also recommended allocating $75,000 in excess funds to the Parsons Lane trailhead parking-area project and proposed minor code changes to tighten application deadlines and attendance requirements for grant applicants.
During the meeting staff summarized individual recommendations, including the Georgetown Public Library (requested $15,000; recommended $15,000) and other nonprofit and veterans organizations with varying recommended awards. After brief council discussion and thanks to committee members, a council member moved to receive the recommendations; the motion was seconded and carried unanimously.
Separately, council considered Resolution 2025-5, authorizing the town to submit a $100,000 Outdoor Recreation, Parks and Trails (ORPT) grant application to the Delaware Division of Parks and Recreation for Parsons Lane. Staff said the town had local matching or supporting funds from the fiscal year 2025 community reinvestment fund, prior ORPT awards, legislative community transportation funds and the Georgetown Recreation, Education, Arts and Trust Fund. Eugene S. Devornick was designated as the project manager to coordinate ORPT program requirements should the town proceed.
Council members voted to authorize the grant submittal by roll call; the motion carried unanimously. Staff noted the ORPT bids are due Oct. 1 at 11 a.m. and the council anticipates awarding the construction contract at its Oct. 13 meeting.
The vote to accept the Great Fund recommendations and the vote to authorize the ORPT application were recorded in council roll calls during the meeting; staff emphasized the need to continue local growth to sustain the funding source.
The council also proposed code revisions recommended by the Great Fund Committee to disqualify late applications and to require applicants to present at committee meetings; the council took the recommended revisions forward as part of the committee’s package.
