Starr County raises procurement thresholds, tightens federal‑grant inventory rules

The procurement presenter told the court that, under the new rules effective Sept. 1, formal bids and proposals will be required for construction and purchases of $100,000 and over (previously $50,000). The three‑quote requirement for goods and services will apply to purchases over $10,000 (previously $5,000). The presenter said these are intended to align county policy with state legislative changes.
Staff also said the county will now require inventory documentation for equipment purchased with federal grants, including serial numbers and disposal records submitted to the county auditor. The county auditor and county attorney reviewed the changes prior to the meeting, staff said.
The court moved, seconded and approved the procurement policy manual as presented by voice vote.
The change alters how the county will solicit bids and collect competitive pricing for goods and services and adds formal inventory controls tied to federal grant compliance.
