Judge Eloy Vera told residents the county’s total appraised value rose to about $3.3 billion since March, but a state limit on revenue recognition means the county cannot simply spend the full value increase. "The legislature does not allow us to use more than 3.5% year over year," the judge said, explaining constraints on how much additional revenue the county may take into account.
