Project staff described the award as the next step in the expansion process and said the contract covers project management, design input, procurement assistance for a construction manager at risk and cost‑estimation services. “AGCM is a premier Texas based professional services consulting firm,” a staff presenter said while summarizing the firm’s experience and prior work with the city on the public safety headquarters.
Staff noted the city conducted a request for qualifications, received 10 responses and interviewed finalists; the selection committee recommended AGCM. Two AGCM representatives — Chris Reyes and Veronica — attended the meeting to show support and answer questions. Council moved, seconded and approved the item by voice vote.
The contract is structured in two parts (project management and cost estimation) and staff said the firm’s cost‑estimation work will provide a check on the construction manager’s pricing. With the contract approved, the next step is to solicit and select a construction manager at risk to serve as the general contractor for the project.
