Plan Commission approves drive-through car wash SIP with street-side window; vote 7–1

The Oshkosh Plan Commission on Sept. 16 approved a specific implementation plan (SIP) for a drive-through car wash at 1700 South Keeler Street, a former Applebee's site, including a variability request to allow a drive-through customer-service window on the South Kohler Street side.

Staff said the site plan otherwise matches the previously approved SIP and that the applicant added a BSM request after discussions with staff. To mitigate visibility, the applicant proposed additional shrubbery and buffering between the drive-through lane and South Kohler Street. Staff recommended approval with the financing and staff conditions noted in the staff report.

Applicant Peter Schwabie described the operational layout and said the facility will have three lanes: two automated lanes intended for fast, app-enabled service and one lane for credit-card transactions and in-person membership sign-up. "Two of the lanes are automated, particularly for members to drive through easily and quickly," Schwabie said, adding that the first lane nearest the drive-through window is needed for credit-card transactions and membership processing.

Commissioners asked about circulation and lane configuration and acknowledged the added landscaping intended to reduce visibility. No members of the public registered opposition during public comment. The commission moved to adopt the staff findings and recommendations; roll call recorded seven yes votes and one no (Chairman Perry voted no on the motion), and the motion carried.

The approval is subject to the staff and financing conditions in the staff report and any standard permitting requirements for construction and signage.
