OFCC official says Oakwood eligible for state CFAP funds covering 29% of Smith and Harmon projects

Ty Palmer, a planning manager with the Ohio Facilities Construction Commission, told the Oakwood Board on Sept. 8 that the district’s application moved ahead sooner than expected and that the OFCC had offered Oakwood CFAP funding that would cover 29% of an eligible project. "The state would be funding 29% of the planned CFAP project," Palmer said, and added that items above state design standards would remain locally funded.
Palmer described the immediate next steps: the district must determine the scope for the CFAP project (with work to be completed for NOCA preparation by October), expect a January commission meeting and February controlling board review, and then enter comparative design next year. He said state-eligible work could include windows, flooring and furniture at Smith and Harmon and noted the process requires additional forms and approvals that could delay some work.
Why it matters: Access to CFAP funds could allow Oakwood to expand the scope of work promised in the May bond for Smith and Harmon and to use state funds to address additional eligible items. Items that exceed Ohio School Design Manual (OSDM) standards would be local funding responsibilities.
