North Middlesex policy subcommittee forwards two equity policies for first reading, tables attendance-area changes

The North Middlesex Regional School District policy subcommittee on Sept. 9 voted to forward two model policies addressing equal educational opportunities and educational equity to the full school committee for a first reading while tabling a broader attendance‑area policy to allow further drafting.
The subcommittee—which reviewed a set of Massachusetts Association of School Committees (MASC) model policies and the district’s current policy packet—agreed to file policy JB (Equal Educational Opportunities) and policy JBB (Educational Equity) for first reading at the full committee meeting scheduled for Sept. 16. Committee members said much of the district’s recent work (curriculum reviews and inclusion efforts) already aligns with the model language, and the first-reading process will give the full committee and public time to review and comment before a later adoption vote.
Gary, a School Committee member who spoke during the meeting, summarized the support for adopting a formal statement: "It's always nice, particularly given kind of the current climate, to have something that further supports the work that we're doing in schools and shows that this is a directive both under school committee policy as well as kind of state expectation." The subcommittee also discussed minor packet-link confusion that directed some members to the wrong model document; staff said they would correct the packet and standardize the district name to "North Middlesex Regional District" in the policy files.
On attendance‑area policy JC, members raised fiscal and transportation concerns. One member warned that changing attendance lines can shift capital and operating obligations among towns (citing towns such as Ashby and West Townsend as examples) and could affect town budgets at budget-vote time. Given those implications, the subcommittee moved to table JC so it can develop language that aligns with the existing JCA guidance on exceptions and to ensure community and fiscal considerations are built into any changes.
The group also reviewed JFABC (admission of transfer students), a policy adopted in 2020 based on an earlier MASC model, and voted that no district-specific changes are needed at this time.
Separately, the subcommittee voted to recommend that the full committee consider a periodic auditing and compliance review of policies. The proposal responds to several examples discussed in the meeting where subcommittee practice or internal procedures did not fully match either committee policy or statutory expectations (for example, a previously used subcommittee composition that did not meet the requirement for three members). The subcommittee will draft an implementation approach and present options to the full committee.
Procedural items completed included approval of the Aug. 6, 2025 minutes and an early adjournment after completing the policy items. The committee confirmed that the first readings for JB and JBB will be posted on the district website and considered by the full school committee on Sept. 16.
