Miss Powers, an administrative staff member, told the City Council that the Papio Natural Resources District has given the city permission to move the City Park project into the construction phase, a step she said should allow Papillion Days to proceed in the park even if the shelter and stage area remain unavailable.
"The NRD gave us permission to proceed with the construction phase," Powers said, noting that the project's completion timeline remains dependent on weather and that staff will work to minimize any disruptions to Papillion Days.
Powers thanked the Papio NRD and contractor Mekkohenny for their partnership in getting the project to this point. Later in the meeting, the mayor publicly thanked John Winkler, executive director of the Papio NRD, for helping expedite a Corps of Engineers permit the city said had delayed the project.
Powers also reported that the city's new fire training facility is open and will host a regional training class beginning Oct. 6. She said the class will include seven Papillion firefighters, two from Bellevue and one from Offutt, and called the facility a step toward stronger regional cooperation on training.
The council heard several near-term event announcements tied to the park and other city programming. Powers said the annual naturalization ceremony is scheduled for tomorrow at 12:30 p.m. at the Chrysalis Event Center at The Landing (moved indoors in case of rain). She also noted the Mayor's Youth Council will host a free Hispanic Heritage Celebration on Sunday, Oct. 5, from 2 p.m. to 4 p.m. at First Street Plaza.
Powers told the council that Mayor Black and some city staff will attend the League of Nebraska Municipalities conference Sept. 24'26 and will remain available by email and phone while at the event.
The mayor closed the discussion with thanks to staff and outside partners; no council action was required on the item and the meeting then moved to the consent and regular agendas.
