The Planning, Zoning and Economic Development Committee opened a public hearing on Ordinance 9,297 to consider interim R2 (medium-density residential) zoning for approximately 67.692 acres of land described in the petition as located along the 14000 block referenced in the filing.
Planning Director Heather Sailor summarized staff materials and a Planning Commission recommendation. "Planning commission basically made a recommendation of R2 medium density residential zoning," Sailor said, noting the commission acted at its July 2 meeting. Sailor also said she had included an email from the property owner requesting R2 zoning and provided maps and handouts showing the recently annexed areas. She described the R2 standard materials and the principal difference from R1 zoning: R2 permits two-unit dwellings in addition to uses similar to R1.
The petition identifies Robert W. Mower as agent for Doug and Flow LLC and Mower Family Farms LLC. An email from the owner, received Aug. 26, 2025, was read into the record asking that the city grant R2 zoning for the annexed acreage because it is consistent with the city's 2022 land-use plan.
A committee member addressed in the record as Greg asked whether R2 matched the future land-use map’s designation of "suburban single family residential with retail permission." Sailor replied that "there'd be more than one category that could potentially fit into the future land use plan" and that she would "translate the map" as supporting R2. Greg said the proposal "appears to be in compliance with our plan and creates an opportunity for traditional housing."
No members of the public took the opportunity to speak, and staff reported no other correspondence beyond the owner email. The Chair closed the hearing; no vote or adoption occurred during the session.
The record before the committee for this matter now includes the staff report, the Planning Commission recommendation, maps and the owner's written request. The transcript and handouts described R2 lot standards and permitted uses; the committee did not take a final vote on the ordinance during this hearing.
