Bowling Green City Council adopted Ordinance 9306, allowing the municipal administrator and utilities director to sign a Local Public Agency agreement with ODOT and to proceed with design, right-of-way, construction and related services for the Bridal Road and Bishop Road roundabout project.
During discussion Council member Harreld welcomed the project’s safety and traffic-calming benefits but cautioned about municipal tradeoffs, noting that "about 80% of the construction cost is being obtained with outside money" while "about 700 about 750,000 of our money, our 4029 street repair fund money is being used for this," and that such use of the repair fund comes at the opportunity cost of other routine street repairs. Council acknowledged the need for major projects while urging creativity to supplement the repair fund.
Council suspended the rules, adopted the emergency clause, and passed the ordinance by roll call. Staff will proceed with the LPA agreement tasks under the ordinance.
