The draft would permit temporary care of dogs not owned by residents subject to a home‑occupation permit and a set of operating limitations, including limiting outdoor activity to the rear yard fence area, requiring vaccination and intake records to be available to the city upon request, and restricting commercial deliveries to ordinary residential levels.
Council members raised multiple concerns and suggested edits: remove grooming from the daycare/boarding limitations and treat it separately; clarify how rules apply to apartments and units without fenced rear yards; require supervision (or camera monitoring) when dogs are outside to reduce theft or fights; and confirm what 'other required agencies' may request records (staff said police/public‑health authorities would be involved in bite reports). Staff said the item will proceed to the Planning Commission for a public hearing and will be revised to address council feedback.
No vote was taken on the ordinance draft; staff will return with updated language after Planning Commission review.
