Cumberland County finance officials approved a $200,000 capital project to repaint three downtown county facilities and authorized the replacement of an aging county pickup during their meeting.
Facilities Director Brett Durham presented the painting project, saying it covers the main courthouse east wing, the historic courthouse and the old jail. "This project is to paint 3 of our facilities here in the downtown area," Durham said, describing work that will include cleaning, scraping, spot‑priming, caulking, glazing replacement and two coats of Sherwin‑Williams exterior paint. Durham said the county received two quotes and had a written estimate of $186,348; he recommended increasing the authorization to $200,000 to provide contingency funds. He told the board the project will be paid from approved ARP grant funds.
A commissioner asked about lead‑paint remediation. Durham said lead paint was phased out in 1978 and, given the multiple coats on the buildings, "the chance of getting down to any lead based paint is pretty slim," adding that the selected contractor is certified to remove and properly dispose of any hazardous paint encountered.
The board moved and seconded approval of the exterior painting capital project, authorizing up to $200,000; the motion passed with the board indicating unanimous assent.
On a separate item, facilities staff outlined a plan to replace three aging trucks in the county fleet, noting one was replaced earlier this year, one is scheduled for 2026 and another for 2027. Staff described the truck recommended for replacement as a 2006 model with roughly 107,000 miles and some rust; they said a vendor reported having a new 2024 Ford pickup on the lot that could be purchased and outfitted with a plow. Staff noted the county paid $60,050 for a similar vehicle earlier this year and estimated that buying a comparable on‑lot truck now would add roughly $7,000–$9,000 to that earlier price.
A commissioner asked whether the existing plow would be removed and sold. County staff identified as Brenda said the county has sold trucks with plows previously, will check whether the plow fits other chassis and, if it does, will retain it; otherwise the county will list the plow for sale. The board then moved and seconded approval of the truck replacement; the motion passed with the board indicating unanimous assent.
The meeting opened with roll call, approval of minutes from Aug. 20 and recognition of county employee Sandra ("Sandy") Davis for 40 years of service; after the capital and fleet votes there was no further business and the meeting was adjourned.
