Commissioners received a status update on the integration of lottery functions into the Department of Licensing and Regulation (TDLR). The presenter said human-resources and payroll operations had been transitioned and finance systems had integrated successfully; IT work enabled shared access across systems and emergency rules were filed in the Texas Register to facilitate regulatory transfer.
The presenter summarized progress: "There's been a lot of work in a short period of time, and I wanna thank everybody on the work group, for a job well done," and said staff had coordinated media interviews and will provide a quarterly report to the Legislative Budget Board documenting milestones and regulatory changes needed for the transfer.
Commissioners and staff discussed data and revenue tracking for the lottery, noting evidence that ticket sales trend upward when total sales reach major milestones. Staff said they will continue to integrate best practices from both legacy organizations as the agency consolidates operations.
