Council approves flagpole repair, salary ordinance and appropriations; staff flags phone‑system problems

Council members voted to share the contractor quote to repair the courthouse flagpole. Speaker 6 said Smith Erectors quoted $6,600 for crane, permitting and an ironworker; Decatur City Council agreed to pay half ($3,300), and the county approved its share with modest additional hardware contingency. "They unanimously agreed to pay the 3,300 or 50% of the 6,600 to get it back going," Speaker 6 told the council.
The council also approved an amended salary ordinance covering the clerk’s office and dispatch after Speaker 4 introduced the ordinance and the council voted to adopt it.
On budget items, staff outlined transfers by resolution and several additional appropriations, including indigent funding for community corrections driven by a larger-than-usual caseload. Speaker 6 reported seven juveniles in the first six months accounting for 588 days of electronic monitoring; staff estimated daily monitoring costs in the range of $150–$300 per day when describing the fiscal pressure these cases place on the budget.
Separately, Speaker 7 warned of persistent phone outages and said IT staff are developing a proposal to redesign the county’s phone architecture to add redundancy (multiple SIP trunk providers and alternative routing); Speaker 10 emphasized the importance of preserving automatic alarm and 911 delivery during any transition.
