Some board members questioned the value of paying to join a shared campaign when the district already runs targeted, zip‑code advertising; others argued the city’s broader economic development channels could amplify district messages beyond current reach.
Mr. Heap proposed an amendment to strike the district’s financial contribution (items 3 and 4 of the IGA) but the amendment failed to receive a second. Supporters noted that the city’s $150,000 grant and multiple districts’ participation would extend reach at relatively low cost and that adding one or two students via the campaign could pay for the investment. The motion to approve the IGA passed; Mr. Heap abstained from the final vote.
