She described the distribution: a majority of the payout is tied to site learning‑experience-plan completion; $350 is allocated for teacher performance classifications (with 100% for "effective/highly effective," reduced shares for developing teachers, and 0% for ineffective), and the remaining portion is tied to learning‑walk participation and aligned instructional initiatives. Dela Torre said the plan is based on 2024–25 evaluation and achievement data and reported that 99.3% of eligible certified staff voted in favor of the plan during the staff referendum.
Board members asked clarifying questions about evaluation frequency, how the Marzano elements factor into scoring, and the timing of payouts; staff answered that first‑semester payments are expected in December and the remainder in June. The district noted there is no professional‑development requirement attached to the stipend.
