Council extends developer deadline and OKs TIF assistance for Zion Park District project

The Zion City Council on Dec. 17 approved two separate redevelopment actions: a time-extension amendment for a private developer and a redevelopment agreement that provides the Zion Park District with TIF-supported assistance.
City attorney Jimmy Faselle summarized a request from Imperion LLC and a development partner (transcript also contains variants such as Imperium) for more time to secure end users and finalize development financing. Tyler Tamara of Clarias Partners, who said the city now holds the land, asked the council for an extension of the developer deadlines to Sept. 1–2 to complete due diligence and secure tenants. The council voted unanimously to approve the amendment.
Separately, the council considered a redevelopment agreement with the Zion Park District for property at 2400 Dowry Memorial Drive. Faselle said the agreement would provide incentives not to exceed $300,000 from TIF funds to help offset construction-related costs, citing allowable TIF uses to reduce blight and enhance the tax base. Council members moved, seconded and approved the agreement on a unanimous roll call vote.
Both votes carried without recorded no votes. City staff said they look forward to working with the developer and the Park District on next steps and will return with implementation details as needed.
