Meeting roundup: Hendry County adopts budget, approves debris contracts and transmits major land-use application
Summary
At its Sept. 22 meeting the Hendry County Commission adopted a $133.7 million budget and a final millage of 6.77 mills, approved disaster debris contracts for two unincorporated zones, adopted an ordinance creating the Murphy's Landing CDD, authorized release of certain old solid waste tax liens, and transmitted the Big Cypress Golf Club comp plan amendment to the state for review.
The Hendry County Board of County Commissioners on Sept. 22 completed several routine and substantive actions, including budget adoption, contract awards and land‑use procedural votes.
Budget and millage: Ian Proverbs, OMB director, opened the final budget public hearing and explained staff’s recommendation for a final millage rate of 6.77 mills (the rollback rate is 6.6104; the tentative rate had been 6.8022). The board adopted the final millage and then adopted the final fiscal year 2025–26 budget totaling $133,725,581. Both motions passed with recorded 'aye' votes.
Contracts and procurement: Shane Parker, Public Works Director, presented RFP 2025‑22 for disaster debris removal and disposal covering four zones. The selection committee recommended awarding zones 3 and 4 to Weary Truck Lines Inc. with Series Environmental and CTC Disaster Response Inc. listed as secondary/tertiary contractors. The board approved the recommendation.
Ordinance and rezones: The board adopted an ordinance establishing the Murphy's Landing Community Development District after a public hearing. The board also considered several comp plan and rezoning items: CPA 23‑00002 (Rivers Landings) and its companion rezone RZ23‑0018 were handled as a transmittal/continuance with the rezone continued to Oct. 28 for adoption; the county continued consideration of RZ24‑005 (the Big Cypress companion rezone) to Oct. 28 as part of ongoing review.
Tax liens: County staff returned with follow-up information on previously discussed solid waste tax liens. Jennifer Davis and county legal staff recommended releasing requested older liens (some dating back decades) to prevent transaction problems and because many liens are not enforceable. The board approved the staff recommendation and asked legal to review recording logistics and any ordinance clarifications.
District reports and other business: During district reports commissioners discussed cemetery ordinance revisions (staff to circulate edits after legal review), road repairs (Phillips Road) and park improvements (Forre Park lighting and concession stand plans). Several commissioners thanked staff for canal cleanings and other maintenance work. No additional formal actions were recorded on district reports.
What’s next: The board scheduled adoption hearings and continued rezoning items for Oct. 28, 2025, and directed staff to include the board’s concerns about service provision with transmittals where appropriate.
