State Superintendent Lindel Fields submitted the Oklahoma State Department of Education's FY 2027 budget request in the board packet dated Oct. 23, 2025. The packet lists mission and vision language that emphasizes parental empowerment and states a goal of creating “an Oklahoma school system that is free from indoctrination, focused on student achievement, and driven by parental choice and empowerment.” The packet is attributed to Lindel Fields as State Superintendent.
The packet requests a total FY 2027 appropriation of $4,007,153,283, a $23,674,017 increase from the FY 2026 appropriation. Major line items in the request include $2,995,730,297 for state aid, $125,000,000 for Redbud school grants, $45,190,000 for textbooks, and $682,298,594 for Flexible Benefit Allowance (FBA) in one presentation of the request. The packet also notes proposed program-level commitments such as $11,947,484 for dedicated literacy funding and $42,286,511 for teacher retention and recruitment initiatives.
The budget materials include statutory citations where relevant (for example, Imagination Library funding under 70 O.S. § 3-104.10 and Flexible Benefit Allowance per 70 O.S. § 26-104), and a multi-page breakdown of department-level requested funding by source (state appropriations, federal funding, revolving funds and other funding). The packet flags an FY27 public-school-activities line reduced by $50,000 from FY26 and provides charts showing historical appropriations.
Board members voted on procedural handling of the budget during the Sept. 25 meeting (the substantive discussion was tabled), and the packet was submitted for further review at the Oct. 23 meeting. The packet includes multiple program pages with statutory references and implementation notes (for example, Early Intervention: SoonerStart; Reading Sufficiency tied to the Strong Readers Act; and alternative education program funding). OSDE staff provided detailed department-level tables showing requested state, federal and revolving funds culminating in a requested total budget of $5,070,694,731 when non-state funding sources are included.
