City staff presented the Stanton homeless outreach monthly report for November 2024 at the Dec. 10 meeting, detailing outreach activities, services offered and outcomes.

According to the staff presentation, the city performed 69 proactive client encounters in November — eight of those were new engagements — and received about 100 contacts from homeless individuals, advocates, service providers and the Orange County Sheriff's Department. Staff said outreach coordinators provide assessment, referrals to shelter and services, storage for personal property, cleanup of debris and sanitation, and referrals to mainstream benefits and health services.

Staff reported that 66 offers of shelter were declined in November, one individual missed their intake appointment, and three people were successfully placed into interim housing. Two success stories were highlighted: outreach coordinators referred a couple encountered at Hollenbeck Park to the Buena Park Navigation Center and both were accepted and transported the same day; another individual who had been living on Stanton streets for over six years accepted shelter after staff helped obtain documentation and schedule mental health services.

Staff emphasized the city's enforcement posture for antisocial or illegal behavior, noting code enforcement, public works and the city's contract with the Orange County Sheriff's Department continue enforcement actions where municipal code or state law is violated. The presentation listed the highest‑priority areas based on calls and field observations (Beach Boulevard in Chapman and Lampson, Court Street and Garden Grove Boulevard, and Tina Pacific).

Staff concluded by saying outreach coordinators remain available for questions and follow up, and council had no requested amendments to the report.
