Niceville council approves dock contract, adopts fee schedule and easement negotiations; tables towing ordinance

Public safety report: Police provided July activity totals and described an incident in which officers detained a driver who claimed an intent to kill and temporarily confiscated weapons pending charges; the chief said that action probably prevented a mass‑shooting incident.
