The Stanton City Council on Dec. 10 approved multiple ordinances that change local rules for housing and public use of city property.
Planning staff told the council the proposed accessory dwelling unit changes were developed to ensure compliance with state ADU legislation (referred to in the record as "AB 25 33" and "SB 12 11") that take effect Jan. 1, 2025. Staff said the ordinance expands legalization eligibility for certain unpermitted ADUs built before the cutoff date, updates parking rules, clarifies a new "livable space" definition, and allows additional ADUs on multifamily parcels in certain configurations (staff quoted the bill language saying a multifamily property "can have as many ADUs as there are primary units with a maximum of 8"). Council asked staff for a current citywide ADU count; staff said that number is not available now but will be included in the April housing report. Council approved the staff recommendations on the ADU item by roll call (item passed 5‑0).
On lodging, staff summarized an ordinance to amend Titles 9 and 20 to regulate public lodging facilities after a moratorium cited criminal activity at some motels. The amendments require Planning Commission review via conditional use permits for new public lodging, add operating standards and owner responsibilities, and establish a registration process for existing motels with compliance windows (90 days for operating standards, one year for certificate of compliance). No public comment was received; the council approved the recommended actions 5‑0.
Council also adopted Ordinance No. 1156 to prohibit obstruction of public rights of way and Ordinance No. 1157 to prohibit repairs or sales of bicycles and bicycle parts on public property. Staff said the right‑of‑way ordinance clarifies enforcement pathways and owner responsibilities; both ordinances were adopted on roll call votes recorded as unanimous.
These items were presented as staff recommendations with implementation timelines; staff notified existing motel operators of the lodging proposal on Nov. 27. Council members asked for and received clarifications on parking and setback reductions as they relate to ADU development and on compliance timelines for motels.
The council did not add substantive amendments to these measures during the Dec. 10 meeting. Staff will administratively track compliance deadlines and the new motel registry, and will include ADU counts in the April housing report to the state.
