Council okays lifeguard-station refresh and emergency sewer repair contracts

The Neptune Beach City Council authorized two departmental contracts on Thursday: a low‑cost lifeguard‑station refresh and an emergency sanitary sewer repair.

Public Works presented a scope for the lifeguard station refresh — roof coating, replacement of 12 corroded column anchors, exterior painting, electrical repairs and gutters — and recommended awarding Home Services by McHugh at $32,430 with staff authority for up to $5,000 in change orders. Council voted to waive formal bidding requirements and approve the award based on the submitted quotes and immediate safety concerns.

Staff also described a failing 10‑inch sanitary sewer run on southbound Third Street at Florida Boulevard. Video and still images showed a pipe drop and a secondary 'egg‑shaped' deformation in the run toward South Street. Public Works recommended a point repair at the intersection (award to JAX Utilities Management Inc., $116,016) and authorized staff to proceed with an additional excavation repair ($114,276) should a lining solution prove infeasible. Council approved the change order and a proposed inter‑budget transfer to cover the work.

Representative quotes: "We're getting water back up under the drip edge," Mr. Feldman said in presenting the lifeguard repairs. On the sewer, Mr. Kelton described the camera footage and the suspected joint separation prompting prompt repair.
