Staff explained Well 5 construction is a roughly $900,000 project; initial and final United Rentals invoices were $14,626 and $15,509 respectively and the total exceeded the city manager’s signature authority, which is why council approval was sought retroactively. Councilors asked clarifying questions about whether the rental charges could have been included in the project contract and staff said the vendor difference and exceeding signature authority necessitated council approval.
All motions on these procurement items passed by roll call.
