Public Works described video inspection that showed a splice and settlement had created a depression and structural problem in the pipe that likely requires excavation and replacement rather than lining. The recommended work includes dewatering, traffic control, bypass pumping and removal of excavated materials; the $360,000 alternative was presented as the most cost-effective approach to restoring a structurally sound pipeline in that segment.
On the roll-call vote to award JAX Utilities Management the $360,000 contract, Councilor Rogers voted No; other recorded votes were Yes.
