Neptune Beach council approves historic-review ordinance first reading, budget transfer, contracts and an investment policy

Neptune Beach councilors on July 7 approved a package of municipal items, including the first reading of an ordinance to create a Historical Review Board, a budget amendment transferring $249,630 from the senior-center fund to the general fund, several contract awards and a resolution adopting an investment policy for surplus city funds.
Key votes at the meeting included:
- Ordinance 2025-05 (first reading): creation of a Historical Review Board. Council approved first reading after staff summarized five changes (broadened qualifications, one-year residency requirement, findings-of-fact language, a 30-day council lookback and an 18-month sunset).
- Ordinance 2025-09 (first reading): amendment to the FY2025 operating budget to transfer $249,630 from the senior-center fund to the general fund. No public commenters; council approved the transfer on first reading.
- Ordinance 2025-10 (first reading): cleanup of outdated fee provisions and movement of the fee table into a resolution. Council approved first reading; the updated fee table will be presented for second-reading action.
- Award of construction engineering inspection (CEI) services for the Third Street gravity sanitary sewer improvement project to VIA Consulting: $97,045.55 (includes a $3,000 testing allowance). Council approved the award after discussion of the schedule and DOT coordination.
- Approval of a nonexclusive piggyback agreement with Grubbs Emergency Services LLC for disaster debris removal (staff said the prior agreement expired; Grubbs has worked with the city for over a decade). Motion carried.
- Award to Limbaugh Electric for emergency electrical repairs at the wastewater plant: $34,800. Council approved the repairs after staff described melted insulation found during inspection and a follow-up load study.
- Resolution 2025-12A: adoption of an investment policy for surplus funds. Finance staff said the city currently holds roughly $13,500,000 in cash that could be invested under the policy, and that short-term vehicles were yielding roughly 4.75%–5% depending on instrument. Council adopted the resolution and asked staff for an implementable investment plan for the finance committee.
Council also authorized the city manager to sign the Sea & Sky Airshow interlocal agreement and approved an RFP for a special magistrate.
Councilors and staff said several of the approvals were procedural or first readings and that further detail or second readings will follow for fee schedules and other items as needed.
