Maryville City Council approves first reading of FY2023 budget, rezones Broadway parcel and adopts multiple resolutions

The Maryville City Council on Nov. 1, 2022, approved on first reading an amendment to the city's fiscal year 2023 operating budget, voted to rezone a downtown property at 728–732 E. Broadway and adopted a series of resolutions that the council recorded in the city’s official books.
Mayor Andy White presided over the meeting at the Maryville Municipal Center. The council opened a public hearing on rezoning the Broadway parcel from the Central Community District to the Washington Street Commercial Corridor District; there were no public comments and the Mayor closed the hearing. After the hearing the council conducted its regular business.
Councilmember Tommy Hunt moved and Councilmember Fred Metz seconded approval of the Oct. 4, 2022, meeting minutes; the motion carried unanimously. The council then considered an ordinance to amend the annual operating budget for fiscal year 2023. Councilmember Fred Metz moved and Councilmember Drew Miles seconded passage on first reading; the roll-call vote was unanimous.
On the zoning item, an ordinance to rezone 728–732 E. Broadway (Parcel 015.00 on Blount County Tax Map 047P Group M) from Central Community District to the Washington Street Commercial Corridor District was placed on and passed its first reading after a motion by Councilmember Drew Miles and a second by Councilmember Sarah Herron; the vote was unanimous.
The council adopted a resolution directing payment of tax equivalent for the fiscal year beginning July 1, 2022 (recorded as Resolution No. 2022-19) after a motion by Councilmember Sarah Herron and second by Councilmember Tommy Hunt. The council also adopted two resolutions amending the position classification-compensation plan (recorded as Resolutions No. 2022-20 and No. 2022-21) following motions by Councilmembers Fred Metz and Drew Miles, with seconds from Sarah Herron and Fred Metz, respectively.
Councilmembers also approved a resolution authorizing the special event "Uncorked" to be held Nov. 10, 2022, from 4:30 p.m. until 9 p.m.; Councilmember Sarah Herron moved the measure, Councilmember Fred Metz seconded it, and the council adopted it as Resolution No. 2022-22. The council declared certain city items surplus and authorized their disposal after a motion by Councilmember Tommy Hunt and a second by Councilmember Sarah Herron; that motion carried on a unanimous roll-call vote.
