The Saint Paul Housing and Redevelopment Authority on Dec. 2 adopted two resolutions authorizing financing actions and formally recognized two long‑serving city employees on the consent agenda.
The board unanimously approved resolution 24‑1838 to authorize an amended subordination of a $400,000 Community Development Block Grant (CDBG) loan to the Dayton’s Bluff Construction Training Center (District 4, Ward 7). Director Newton told commissioners the item had been presented at the previous meeting and staff recommended approval. Vice Chair Johnson moved the motion and the board recorded the measure as carried by voice vote, 4 in favor, none opposed.
The board also unanimously approved resolution 24‑1868, authorizing use of unobligated tax increment under a temporary TIF spending plan to provide infrastructure improvements to advance private development at The Heights (District 2, Ward 6), and approving related documents and an HRA budget amendment. Staff presented the item, Ms. Yang moved approval and the motion carried by voice vote (4 in favor, none opposed).
Separately, the authority adopted resolutions honoring two retiring HRA/PED project managers. Resolution 24‑1907 recognized Diane Nordquist for 24 years of service to Saint Paul, detailing her work on multiple redevelopment projects and affordable‑housing efforts; Nordquist thanked colleagues and reflected on the city’s changes. Resolution 24‑1908 honored Dan Beyers for 43 years of service; Beyers spoke about his career and offered thanks to staff and family. Each recognition was moved and adopted by voice vote (recorded as 5 in favor, none opposed).
