St. Paul council adopts staffing classifications, approves grants and settlements, moves $556,879 for library projects and lays over garbage-rate ordinance

Council president closed the meeting with year-end remarks, thanked staff and colleagues, noted earlier national media attention this year, invited members for a year-end photo, urged rest over the holiday break and adjourned the meeting.
