Council approves sound-variance for planned I-94 bridge removal, warns residents about overnight noise

The Saint Paul City Council voted Monday to approve a sound-level variance allowing crews to demolish a bridge at the intersection of Mounds Boulevard and Kellogg Boulevard East over Interstate 94. Public Works staff said the operation is scheduled to run from 10 p.m. Friday, Dec. 6, through 5 a.m. Monday, Dec. 9, and will require overnight work and freeway closures.
Brent Christiansen, the project lead, told the council the demolition requires extensive equipment and continuous operations during the permitted window and that crews followed MnDOT permitting protocols. Councilmember Naker and others acknowledged the work will be disruptive for nearby residents but said the timing and method reflect necessary safety and logistics constraints.
The council closed the public hearing and adopted the resolution granting the variance. Public Works staff said they will implement mitigation measures where feasible and that the city followed the required permitting and notification steps.
