Council lays over ordinances creating two new council staff positions for civil-service review

The Saint Paul City Council on Monday laid over two first-reading ordinances that would establish two new council classifications: a chief policy analyst and a senior legislative aide.
Ryan Gruber, the city’s classification and compensation manager, told the council the positions would strengthen policy analysis and provide dedicated support for the council president. Gruber explained the classifications use a point-factor job-evaluation system and noted unclassified positions in the council must be created by ordinance with consent from the Civil Service Commission under City Charter section 12.03.2.
Councilmembers asked few substantive questions of HR staff during the presentation. The council laid both ordinances over to Dec. 11 for second reading and the required public hearing so the Civil Service Commission can review and the council can complete the procedural steps.
No budgets or hires were approved at Monday’s meeting; council members said they valued additional time to review duties and compensation details before final adoption.
