Arc of Evansville outlines 2025 changes as 14(c) funding phases out

Linda Phillips, chief development officer of The Arc of Evansville, briefed commissioners on the organization’s 2024 accomplishments and plans for 2025.
Phillips said the Arc serves over 450 people with disabilities in the region and that regulatory changes are driving a shift away from 14(c) sheltered‑work funding. The Arc has already stopped 14(c) funding for ARC Industries and is paying affected workers at least minimum wage with benefits. The organization is pursuing partnerships with local nonprofits and employers to expand work opportunities, provide employment training and support transitions to integrated employment.
Phillips said the Arc will support individuals with job training, letters of recommendation and placement assistance; staff emphasized that the program is intended to be temporary for many workers who will then move on to higher‑paying jobs. Commissioners thanked the Arc for its work and funding contributions from the county.
