Council holds first reading of short-term garbage rate increase, staff to return Dec. 4 with fuller proposal

The council considered a first-reading ordinance to amend legislative code section 220.05 to set rates for base-level garbage service effective Jan. 1 through March 31. Public Works Director Sean Kershaw introduced the item and turned it over to Solid Waste Manager Sarah Haas, who said the change is a routine disposal-rate increase permitted under an 18-month contract extension and reflects the disposal facility (RNE) charging a higher disposal rate.
Haas said the brief increase covers January–March and that staff will return on Dec. 4 with rate proposals under the new contract for rates effective April 1, 2025–March 31, 2026. Councilmember Yang thanked staff for outreach and said she supported the proposal while raising concerns about equitably addressing larger and multigenerational households that use larger bins.
The council laid the ordinance over to Dec. 4 for a second reading and public hearing; no final rate was adopted at this meeting.
