Musgrave said the compromise reduces the APC board from 13 members to nine, adds eight‑year term limits, and reflects months of meetings with the mayor's office, city council and county council. She warned that if one body did not approve the interlocal agreement the city or county would have to absorb the lost funding and could face "serious staff cuts." Musgrave said the county's $700,000 contribution is in the budget already adopted by the county council.
Staff updated the commission on the approval timeline: the Board of Public Works had already voted yes, the county council was scheduled to vote the next day, and the city council had completed first reading with a vote expected the following Monday. Commissioners did not take a final vote on the interlocal agreement at this meeting; the update was entered into the record.
