Buie said the later closing date meant there was time for additional community engagement and asked the council to lay the item over to Dec. 11 to give the district council and residents more opportunity to review plans and ask questions.
Other council members disagreed on timing. One member said they had been prepared to vote, viewing the funding dedication as an appropriate step toward executing a purchase agreement; another member echoed concerns that the ward councilmember and neighbors had not yet been fully informed and said they would support the layover to allow more engagement.
A roll-call vote on the motion to lay the resolution over to Dec. 11 passed 3 in favor, 2 opposed (the minutes record two dissenting votes). The council clerk announced the measure carried and the resolution was formally laid over to December 11.
