Vanderburgh commissioners approve road and drainage contracts, authorize ARPA change orders

Vanderburgh County commissioners on Dec. 17 approved three low bids for small‑structure and drainage projects and authorized American Rescue Plan Act (ARPA) funds for related right‑of‑way purchases and construction change orders.
The county announced awards for the Nisbett Road small structure replacement to Blankenberger Brothers Inc. (low bid $195,374), the Radio Avenue small structure replacement to Bridal Inc. (low bid $210,267) and drainage improvements on Northwoods, North Elm and West Franklin streets to Koberstein Contracting Inc. (low bid $342,151). Commissioners moved and approved each contract during the engineer’s portion of the agenda.
Separately, the board approved ARPA authorizations tied to those projects: up to $15,000 for right‑of‑way purchases on Nisbett Road; up to $12,000 in construction change orders for the Radio Avenue project; and up to $70,000 for right‑of‑way purchases and construction change orders for the Northwoods/North Elm/West Franklin drainage improvements.
The county engineer described the change orders and right‑of‑way funds as contingencies to address unforeseen site conditions and property access needs that can occur during construction. Commissioners cast affirmative votes on the awards and the ARPA authorizations.
The actions will allow the county to proceed to contract execution and initial project work; the engineer’s office will manage any required change orders or property acquisitions as projects advance.
