Commission approves Ryan/Lennar townhome amendments and Lennar’s 104-unit proposal for northwest Ryan site

On Nov. 26 the Eagan Advisory Planning Commission recommended approval of a plan-development amendment and preliminary subdivision for the northwest portion of the Ryan Companies redevelopment site ("Trails and Commons") and a Lennar townhome proposal, forwarding both items to City Council with staff conditions. The commission voted 7-0 on motions to approve a plan development amendment to allow construction of 104 townhomes on approximately 22.8 acres and a preliminary subdivision to create 106 lots.
Staff explained the Trails and Commons parcel is a triangular, topographically varied 22-acre site constrained by an existing natural-gas pipeline easement and elevation differences; staff described proposed reductions in grading and a net lowering of unit count to improve tree preservation. Two wet ponds and internal trail connections were proposed to meet stormwater and trail-dedication requirements; staff also noted deviations requested for cul-de-sac length, reduced setbacks and location/size of on-site recreation areas.
Steve Trusty of Lennar said the company reduced its previous townhome count to 104 to preserve more trees and work within site constraints. Assistant city engineer provided a traffic estimate of roughly 750 additional daily trips and about 60 peak-hour trips for the 104-unit development; staff said Elrene is a collector road designed to accommodate the increase, and traffic impacts would be addressed through required improvements and signal timing adjustments where necessary.
A nearby resident raised concerns about added traffic, noise and the capacity of the existing intersection at Yankee Doodle Road and Elrene; commissioners acknowledged the concerns but noted engineering analysis and the collector-road classification. The commission approved a plan development amendment (motion by Vice Chair Wiznant, second Secretary Whitfield) with 40 staff conditions and a preliminary subdivision (motion by Member Wagner, second Secretary Whitfield) with 38 staff conditions; both motions passed 7-0.
