Eagan council adopts 2025 fee schedule, including utility and rental rate increases

Assistant Finance Director Brent Foyles reviewed notable changes proposed for 2025. Key items include a new cannabis registration/renewal fee required by Minnesota statute, a graduated late penalty for rental licensing renewals (10% for under 30 days delinquent up to 100% for over 60 days), and a 4% increase to parkland and trail dedication fees. Athletic field rental rates are proposed to rise about 5% and shelter rental rates about 10% as the city transitions to a one‑renter‑per‑day policy to reduce conflicts and setup issues.
On utility rates, staff recommended a 2.99% increase in the base water consumption rate, a 2.8% increase for conservation/irrigation rates, and a 5.9% increase for sanitary sewer charges driven largely by rising Met Council (MCES) charges. Street lighting is proposed to rise 1.5% and storm drain fees 13%. Foyles said the combined effect would increase the average monthly resident utility bill by about 7% (roughly $4.30 per month).
Foyles told the council the staff compared regional peers and relied on a 2021 Northland Securities utility rate study updated with current CIP figures. After a short question period about review cadence and specific line items, Councilmember Hansen moved to close the public hearing and adopt the fee schedule; the motion carried.
