Engineering finds stop sign warranted at Jenison and Foster; committee asks manager to draft ordinance

The committee reviewed a public request and an engineering assessment recommending a stop sign at the northernmost end of Jenison Street at Foster Street.
Brian Rolfe, city engineer, showed an overhead image and two sightline photos and said the intersection met the Manual on Uniform Traffic Control Devices criteria for a stop sign because a private fence on adjacent property obscures drivers’ views of eastbound Foster Street. "Based on our engineering assessment … the request … was in fact warranted based on the MUTCD … due to the obscured sight line," Rolfe told the committee.
Committee members discussed that the ordinance drafting and legal review would be prepared by the city manager with review by the city attorney; the committee agreed that the substantive debate would occur during the ordinance stage. A motion to direct the city manager to draft an ordinance adding the stop sign was moved and seconded and the committee voted unanimously to recommend the draft ordinance proceed to Council for consideration.
