Public Works told the committee that raised crosswalks and pedestrian‑activated beacons on Winchester Street were installed in 2007 to serve nearby dormitories; after the dorms were demolished in 2023 the heavy pedestrian volumes no longer exist and staff now plan to repave the street as part of the 2025 program.
Staff proposed removing the eastern mid‑block raised crosswalk and converting the remaining (western) raised crossing at Wilson Street to a standard street‑grade crosswalk with curb ramps, arguing the mid‑block crossing is only about 200 feet from the other crossing and that maintaining in‑pavement beacon systems has proven unreliable in winter and costly to maintain. Staff said Keene State College paid for three decorative lights in the median that are scheduled for removal by the utility; the city plans to replace an orphaned COBRA head at Wilson Street with an LED on the city ledger.
Councilors and residents raised safety concerns. Several speakers said students and other park or parking‑lot users are likely to cross mid‑block if a crossing is removed and urged better coordination with Keene State and further study of lighting, sight distance and crossing patterns; some recommended retaining both crosswalks or at least lowering the beacons rather than eliminating the crossing. Public Works said staff will continue coordination, and the committee accepted the report as informational with a request for updates to the council and public engagement on the plan.
