The Municipal Services committee heard a status update on a plan to improve safety at the Route 9 (old Sullivan Road) intersection. City engineering staff said they conducted an on‑site investigation, obtained traffic counts and coordinated with the state Department of Transportation. The short‑term measure is to convert a passing lane into a dedicated left‑turn/hatching zone to discourage passing where motorists are also turning onto Sullivan Road.
Staff said purchase orders for flagging and striping were in place and the DOT had issued a permit, but freezing rain on the scheduled work day prevented safe striping. The engineer said the work requires warmer pavement (roughly 45°F and rising) and will proceed when weather and field conditions allow. For the longer term, staff said they will pursue reconstruction with DOT and seek placement on DOT’s multi‑year plan; staff noted projects can sometimes be prioritized ahead of the 10‑year planning horizon.
A motion recommending that the city manager be authorized to carry out the city engineer’s recommendations passed unanimously. Staff said the short‑term striping will be implemented when conditions permit and that the long‑term reconstruction timeline will depend on DOT prioritization.
