Twin Rivers board accepts $210,000 bid for Rio Linda Transportation Yard

The Twin Rivers Unified Board of Trustees voted to award the sale of surplus property at 6619 and 6633 Sixth Avenue (the Rio Linda Transportation Yard) to an apparent high oral bidder for $210,000. Trustee Baker moved to accept the recommendation and Trustee Bastian seconded; the motion carried on roll call.

District staff told the board that the highest written sealed bid submitted earlier was $150,000 and that Education Code rules require oral bids to exceed the highest written bid by at least 5 percent, i.e., more than $157,500. At the public auction, bidders offered successive oral bids; Ryan DeGiglio reported the district appraisal at $125,000. The successful oral bidder identified himself as Tabish Anwar of Barak (recorded in the public record variously as Barock/Borock/Barak Inc) with an offer of $210,000. Staff said Barak Inc would be required to submit and execute a bid form and bid security by Dec. 13, 2024, in order to move forward with the purchase.

Board President Alcaro opened and closed the public bidding portion, and the clerk recorded the roll-call votes after Trustee Baker made the motion to accept the $210,000 bid. The clerk and staff advised the board that the next step is to verify required documentation from the apparent successful bidder before finalizing the transaction.

The board's action followed statutory procedures the district cited at the hearing, including the Education Code provision guiding disposition of surplus property. The district will return the sale item to a future meeting agenda for final award once bid security and paperwork are confirmed.
