Ocean Pines committee recommends no changes to B04 and C09, flags budget resolution for later review
Summary
On Dec. 13 the Ocean Pines bylaws committee told the board it saw no recommended changes to the agenda development resolution (B04) or the executive advisory council resolution (C09) and reviewed the budget-development resolution (F02), which it advised be routed to Budget & Finance for January–March review.
The Ocean Pines bylaws and resolutions advisory committee reviewed two governance resolutions due for board review in January and recommended no changes to either B04 (agenda development) or C09 (executive advisory council). The committee also reviewed F02, the annual budget development and monitoring resolution, and advised informing Budget & Finance for a fuller review early next year.
During discussion the committee agreed B04’s notice language and sample order of business appear appropriate and that internal deadlines need not mirror the seven-day public-notice requirement. The committee voted to inform the board that no changes are recommended for B04.
On C09, members noted the resolution does not mandate an annual executive advisory council meeting and that in practice the council has met irregularly; the committee similarly recommended no changes to C09 and authorized the liaison to inform the board.
The group read F02 aloud and discussed its key provisions: it cites authority in the association bylaws (Section 5.14 and 9.04), sets the fiscal year from May 1 to April 30, requires the board to approve the budget by Feb. 28, and instructs the general manager to report significant year-end variations. As the resolution states, "any projected significant year end variation in individual departmental revenues or expenditures of 5% or greater shall be brought to the attention of the board," and members recommended that Budget & Finance be formally notified to review the resolution during January–March when they undertake budget work.
Decisions taken: the committee voted to notify the board that it does not recommend changes to B04 and to notify that it does not recommend changes to C09. The budget resolution F02 was not changed but will be routed to budget/finance for detailed review; no budget figures were altered at the meeting.
What happens next: board liaison Steve Jacobs will inform the board and legal counsel of the committee’s recommendations; Budget & Finance will be asked to examine F02 as part of its early-year schedule.
