Oak Lawn trustees approve multi‑item consent agenda, authorize $11.78 million in disbursements

Trustees approved a zoning and planning commission recommendation granting a special use permit and related variation for a childcare center at 5931 West 80th Street, and ordinance 24‑19‑70, which amends portions of Title 3 (business and license regulations) covering peddlers, solicitors and itinerant merchants.
The trustees also adopted ordinance 24‑19‑71, which establishes a temporary one‑year moratorium on issuance of a list of new liquor license classes and new video gaming licenses; the moratorium was described on the agenda as effective for one year in the village.
Two finance and vendor actions were included in the consent package: Resolution 24‑19‑77 waives competitive bidding and approves an agreement with Winterlik & Malek for upgrades at the Reichman MPZ pump station and related services not to exceed $36,650; Resolution 24‑19‑78 waives competitive bidding and approves an agreement with Psycnic LLC for professional consulting and development of an analytical dashboard for the Oak Lawn Regional Emergency Communications (OLREC) at an annual fee not to exceed $103,000. Both agreements were listed and approved as part of the consent agenda.
The village clerk presented Disbursement Resolution No. 2024‑19D in the amount of $11,779,047.56; trustees moved and approved payment of the bills in a separate roll‑call vote.
Other routine actions on the consent agenda included approval of the board’s regular meeting minutes dated Oct. 22, 2024. Several items were specifically listed on the agenda; where the agenda provided ordinance or resolution numbers, those identifiers were used.
