Commission member John Dimond described a staged, community‑oriented process based on Maryland State Arts Council guidance: an RFQ in January 2025, selection of three finalists who will be paid to produce proposals, public meetings in March and April to solicit community input, and a council recommendation of a final artist in May 2025. Painting is planned to begin in June 2025.
Dimond said the total proposed budget is $20,750, broken down as $17,500 to pay the selected artist, $1,050 for preservation and maintenance, $400 for hosting the RFQ on publicartist.org, and $600 stipends for each of three finalists. He emphasized that the commission will encourage local applicants while expanding to the DMV area to ensure competitive proposals and that power washing and surface preparation will be required before painting.
Councilmembers expressed general support and asked staff to identify a funding source or prepare a budget amendment. Several members urged the commission to pursue grants and to clarify whether surface preparation (power washing) will be performed by the artist or supported by the city. The commission said it will look for grant opportunities in future cycles but judged timelines too tight for some state grants this fiscal year.
