Parks board approves year-end contracts, appointments and accessibility projects

The Bloomington Board of Park Commissioners on Thursday approved a package of year-end contracts and appointments aimed at improving accessibility and operations across the city’s parks and recreation facilities.
Rebecca Swift, operations and development division director, told commissioners the board should award the Building and Trades Park Phase 1 contract to Reed and Sons to complete connector-trail work, ADA-compliant ramps, parking updates and amenities such as water fountains and bike racks. “We received five bids and Reed and Sons gave us the most competitive bid and we’re able to move forward with the base bid and Alternate 1,” Swift said. The board voted 4‑0 to award the contract.
Commissioners also approved a $71,994 contract with Building Associates to install ADA-compliant doors at Twin Lakes Recreation Center. Staff said the project will use leftover ARPA funding. Quito (staff) explained the city originally sought sliding doors but chose push doors as a lower-cost option; the motion passed 4‑0.
Several maintenance and service agreements were bundled and approved to streamline repairs next year. Amy Lionbeck, operations coordinator, presented a preventative HVAC and plumbing agreement with HFI not to exceed $15,000 for 2025; Darren Eads, sports facility coordinator, presented a parallel $15,000 commercial-service agreement. A bundled agreement with Fotizo LLC, doing business as Fish Window, for gutter and window services (not to exceed $8,600) also passed.
The board approved a topographical survey contract for green stormwater infrastructure along the Bee Line at Switchyard Park (amount not to exceed $15,400), and awarded a design/utility‑coordination contract to Butler, Fairman & Seaford for the Rogers Street rail-trail crossing, both projects described as ARPA-funded and intended to improve trail safety and stormwater management.
Appointments to the Farmers Market Advisory Council were confirmed: Julia Fox (customer representative), Cashin/Christian Nair (customer representative) and John Norton (vendor, Blooming Shrooms). Clarence Boone, facility program coordinator, summarized applicants’ backgrounds and said the council helps advise park staff on market policy.
At Twin Lakes Recreation Center, General Manager Mark Sterner briefed the board on a partnership with Macros and Nutrition of Bloomington to install a self‑service, cashless kiosk selling packaged supplements; the vendor will remit 35 percent of profits to the department. Sterner said other vendors declined due to proximity or corporate approval processes; the board approved the partnership 4‑0.
Other items the board ratified included an emergency repair contract for the Frank Southern Center sound system and a temporary trail-closure permit for Duke Energy to replace utility poles on the Bee Line/B Link trail (company will leave half the trail open; work expected January–March). All votes recorded in the meeting were 4‑0 unless otherwise noted.
The board’s next scheduled meeting is Thursday, Jan. 23, 2025, at 5 p.m. in the new-year meeting schedule.
