The Rapid City Planning Commission approved a major amendment Dec. 5 to a final plan development overlay to expand an existing adult day care at 4110 Winfield Street.
Jessica Olson, current planning, said the 0.67-acre site contains an existing ~7,000-square-foot building and that the applicant proposes an 833-square-foot east-side expansion. The operational change — increasing approved guest capacity from 40 to 50 and staff from 9 to 11 — triggered the major amendment under PD rules. Staff noted the physical expansion fell under the minor-amendment percentage test, but the operational increase required the major-amendment review.
Because the expansion increases parking demand, the applicant requested an exception to maintain 12 on-site parking spaces rather than the 16 spaces that would otherwise be required; staff recommended that exception, citing available street parking and the operator’s vans and alternative transport arrangements. Staff also recommended minor exceptions to setbacks (east side reduced from 35 feet to roughly 33.8 feet and limited encroachments on northeast and south sides) and found landscaping exceeds required standards.
Commissioners questioned parking and drop-off/congestion during morning and evening peak periods; staff said the operator uses vans to shuttle clients and that a nearby facility will house most vehicle storage to reduce on-site demand. Vince moved approval with staff stipulations; Mike Gallagher seconded and the motion carried by voice vote.
The approval includes the stipulations listed in the staff report; building permits, site work and code-compliance inspections are required before changes may be occupied.
