Speaker 2, identified in the meeting as a staff member, told the commission the structure—built in 1949—is treated as a non‑contributing building in the historic district and that "staff feels that all requested items are consistent with HGC HGC guidelines and recommends approval." The staff presentation noted the new landing would match existing materials and that the proposed doors and landing would be located on the side façade, in line with guidelines for non‑contributing structures.
The applicant (Speaker 3) described why the design changed from a previously discussed glass garage door. "It's a classic case of I told you so," the applicant said, explaining the glass door at that grade would have been difficult and unsafe to open and would have required railings that the commission might not accept. The applicant added the new side entrance provides direct access to an alley the applicant expects to use for programming and limited hand loading.
Commissioners asked about accessibility and site layout; staff and the applicant confirmed an accessible entrance remains at the location shown on the plans and that the side landing will include fall protection and match other landings. The applicant and staff said the building will host multiple tenants, including office space for the DSC, and described repairs to roof and trim already completed.
Although staff signaled support for the requested changes, the commission did not have a quorum and could not take a formal vote. Chair (Speaker 1) proposed tabling the item until the next meeting so the commission may act when a quorum is present. Staff said they will follow up with the applicant before that meeting and provide any additional details requested by commissioners.
Next steps: the item was postponed for formal action; staff will notify the applicant and bring the item back when a quorum is available.
