Mishawaka board approves budgets, school calendar and Holmes Elementary project hearings

The School City of Mishawaka Board of School Trustees approved several routine and fiscal items at its Dec. 4 meeting at LaSalle Elementary, including consent agenda items, updated financial reports and a facilities resolution that sets public hearings for a new Holmes Elementary School.
The board voted to adopt the meeting agenda and then approved the consent agenda, which included the Nov. 6, 2024 minutes, bill warrants and payroll as presented during the meeting, October financial statements, listed donations and updated position descriptions. President Parks called the voice votes and the motions carried.
Mrs. Dutoy, presenting finance items, asked the board to approve additional appropriations under Indiana Code 6-1.1 for calendar year 2024 and to adopt Ordinance/Resolution number 2024-012; the board approved the recommendation by voice vote. Mrs. Dutoy also presented a year-end transfer resolution (2024-013) to reconcile funds and address negative balances as the budget year closes; that resolution was approved.
The board received the district—s September financial reports. Mrs. Dutoy reported that the Capital Debt Service Fund held about $205,004, and cited the Self Insurance Fund balance at roughly $1,000,003. She said the operations fund was projected to end the year in the black after planned transfers. The board approved the September financials.
Administrators presented and the board approved the 2025-26 school calendar; the calendar, if implemented as presented, lists Aug. 11, 2025 as the first teacher day and Aug. 13, 2025 as the first student day, with 178 instructional days for students. The board noted additional meetings can be scheduled with appropriate public notice.
Superintendent Stevens summarized a draft resolution (prepared with Barnes & Thornburg) to proceed with planning for a new Holmes Elementary School and scheduled two public hearings on that resolution for Jan. 20, 2025 and Feb. 5, 2025. The board approved moving forward with the resolution and public hearing dates. The meeting closed after a superintendent—s report and routine announcements.
What happens next: the district will proceed with the public hearing schedule on the Holmes Elementary proposal. Further budget transfers and detailed reports were announced to follow as administrators reconcile end-of-year accounts.
